The American Ambassador presents his compliments
to the Earl Curzon of Kedleston, and, with reference to Mr. Balfour's Note, No. 197836/10F/18 of December 10th, 1918, concerning the enforcement of the provisions
of the International Opium Convention of 1912, has the
honour to inform His Lordship that a copy of the above
Note was duly transmitted to the Department of State in
Washington, and a reply has been received stating that,
while the American Government does not feel that the
question of suppressing the illegal trade in Opium and other habit-forming drugs is one to come before the Peace
Conference, which should deal only with questions growing out of the war and related subjects, the American Govern-
ment is not disposed to offer any objection to the sugges-
tions of His Majesty's Foreign Office.
The American Mission in Paris has been acquainted with
this matter, and Mr. Davis has been instructed to forward A copy of Mr. Balfour's Note to the American Embassy at
that Capital.
